PhilEco bags big-ticket projects

R-II Group’s environment engineering and waste management subsidiary Philippine Ecology Systems Inc. (PhilEco) has bagged several big-ticket projects even at the height of the covid pandemic, according to its president, Engr. Carmencito L. Nombres.

QC special ops project

Engr. Nombres said PhilEco won and began the Quezon City project on systematic deployment of transport equipment for special operations late last year.

The project was awarded to PhilEco after a public bidding on September 25, 2020 when it emerged as the most responsive.

The contract services include the collection and disposal of various wastes from fire incidents, disaster-relief operations, emergency or crisis response, demolition or clearing activities, and bulky waste as may be determined by the Task Force on Solid Waste Collection, Cleaning and Disposal Services Management (TFSWM).

The services also involve transportation of equipment, materials and manpower for the operations of the city government, national government agencies and/or non-government organizations, and support vehicles for evacuation of calamity victims and other related activities as may be determined and authorized by the TFSWM.

The project commenced on November 9, 2020 and is scheduled for a full-year run.

Tagum sanitary landfill facility

PhilEco has also won the design and build project for Tagum City’s sanitary landfill facility in Barangay Nuerva Fuerza.  It was awarded to PhilEco last June 15.

The construction of the landfill consists of disposal cell with a minimum of 15 years capacity at current daily waste disposal rate. The landfill also includes a leachate treatment facility with ponds and lagoons, a hazardous waste septic vault, and a material recovery, sorting, composting, cleaning and disinfecting facilities, and weighbridge stations that meet the national environmental standard.

Groundbreaking was scheduled on August 31, 2021 in Tagum City.

P9B deal with Maynilad

PhilEco is wrapping up a P9-billion deal on the design and construction of a 140-MLD water reclamation facility for the Central Manila Sewerage System (CMSS) of the Maynilad Water Services Inc.

Covering some 2,820 hectares or around 70% of the entire city of Manila, the project is divided into three parts.

The first part involves the rehabilitation of the existing Tondo Pumping Station, to which the sewage collected by six small pumping stations from Central Manila area is being pumped through several piping networks. The sewage then undergoes coarse screening and grit and grease removal at the pumping station before getting discharged to the outfall location at Manila Bay.

However, the Tondo station’s filtration equipment no longer functions as desired, hence the need for rehabilitation for it to serve as the preliminary treatment facility for the Central Manila project.

The second part is the installation of a trenchless conveyance system that will divert the sewage flow at the Tondo Pumping Station from the existing Manila Bay outfall to the sewage treatment plant at the most cost-efficient routing process.

The third part is the sewage treatment plant itself, which shall complete the whole water reclamation facility project. The plant shall be located at a 27,523-sqm lot almost four kilometers away from the Tondo Pumping Station as proposed by PhilEco, which shall also undertake the design, supply, installation, construction, commissioning, and process proving works.

Also targeted by PhilEco are other high-value sewer network projects such as the following:

QC-East Sewer Network Package 1

The consortium of PhilEco, its mother firm R-II Builders, and Semantra passed the prequalification for the Quezon City – East Sewer Network Package 1 last March 12.  The submission of bid was held last July 23, the technical bid presentation last August 12, and the date for price bid opening yet to be announced.

The project involves sewage collection and treatment for the catchment areas in eastern Quezon City and southern Marikina City.

Through a combination of gravity sewer network, force main, and lift station systems, the raw sewage intercepted from drainage will be conveyed to a proposed sewage treatment plant inside the Provident Village in Barangay Taňong for treatment before discharge into the Marikina River.  The facility will serve an estimated 241,574 residents by 2037.

Mandaluyong-to-QC Sewer

Another PhilEco-led consortium passed the prequalification for the Mandaluyong West – San Juan South – Quezon City  South Sewer Network Packages last June 7, with the submission of bid scheduled on September 8.

Constituting this sewage collection and treatment project are gravity sewer network, force main, and lift stations.  These will intercept raw sewage from drainage for treatment prior to discharge into the Pasig River.

The proposed STP is located at Manila Water’s 3.28-hectare property at Rev. G. Aglipay, Barangay Old Zañiga, Mandaluyong City and estimated to serve a total population of 704,260 by 2037.

San Mateo–Rodriguez Sewer

A joint venture with R-II Builders and CRBC was prequalified for the San Mateo – Rodriguez Network Packages last July 6.  The submission of bid will be on September 24.

The project covers sewage collection and treatment for the catchment areas of San Mateo and Rodriguez in the Rizal province and composed of gravity sewer network, force main, and lift stations system.  The treated sewage will be discharged into the Marikina River from the proposed treatment plant in Manila Water’s 3-hectare property at No. 2 Yumol Compound B, Barangay Sta Ana, San Mateo, Rizal. The access to the STP site is through Yumol Street. The estimated population to be served will be 719,833 by 2037.
