From Smokey Mountain to Clean Energy: PHILECO’s Landmark Waste-to-Energy Facility in Manila
Phil. Ecology Systems Corp. (PHILECO), a pioneer in integrated waste management solutions, is set to develop a landmark 100.000-megawatt (MW) Waste-to-Energy (WtE) facility in Tondo, Manila through its project company, Manila Integrated Environment Corp. (MIEC). Strategically located on a rehabilitated portion of the former Smokey Mountain dumpsite, the facility will convert municipal solid waste into clean, renewable energy using advanced waste treatment technology.
For decades, Smokey Mountain has stood as a symbol of urban hardship and a stark reminder of the struggles faced by many Filipinos. But with this project, a new beginning emerges. By situating the Manila WtE Facility at this historically burdened site, the initiative aims to not only transform the landscape—turning waste into energy—but also reduce landfill reliance and contribute to flood mitigation caused by unchecked urban waste accumulation.
This groundbreaking project is being developed in partnership with Kanadevia Corporation of Japan—formerly known as Hitachi Zosen Corporation—a global technology leader with a proven track record of building and operating over 1,500 WtE facilities worldwide. Their state-of-the-art systems are engineered to ensure environmental compliance, high energy efficiency, and long-term operational reliability.
Once operational, the Manila WtE Facility will significantly reduce Metro Manila’s dependence on landfills, support national climate and energy goals, and provide a stable supply of renewable power to the grid. The project is also expected to generate hundreds of green jobs and serve as a scalable model for sustainable urban infrastructure in the Philippines. With PHILECO’s decades-long expertise in waste processing—operating key facilities such as the Navotas Sanitary Landfill and the Vitas Marine Loading Station—the company reaffirms its commitment to environmental stewardship, technological innovation, and inclusive urban transformation.
